This toolkit is designed to help teachers, teams and leaders plan, review and strengthen multilingual learning communities in which learners can use their languages and communication modes to belong, understand, think, participate and contribute.

 

Its ideas are grounded in a learner-first language stance. Good multilingual practice begins with curiosity about how learners already communicate and make meaning, rather than assumptions based on proficiency in the instructional language. A multilingual environment is not created simply by displaying many languages, but by ensuring that learners’ languages are meaningfully present in learning and community life.

 

The toolkit supports a shift from providing language support after a learner struggles to designing language-inclusive learning from the outset. Language-inclusive design anticipates variability, makes meaning available in more than one way and positions learners’ full language repertoires as resources. Explicit language teaching still matters, but access to thinking and participation should not depend on waiting for perfect language.
